- Bir ülkenin ekonomik, sosyal, kültürel ve demokratik kalkınmasında sorumluluk merkezi idarelere düştüğü kadar, başta belediyeler olmak üzere yerel idarelere de düşmektedir. Bu çerçevede, belediyelerin üstlendiği çağdaş fonksiyonları yerine getirmeleri, karşılaştıkları sorunların çözümü ile mümkün olabilir. Bu çalışmanın amacı ise KKTC’deki belediyelerin mali yapısı ve temel sorunlarını tespit ederek bunların çözümü yönünde öneriler geliştirmektir. Çalışmada özet olarak, KKTC belediyelerinin başta mali sorunlar olmak üzere teknik personel, çevre sorunları, tüketicilerin korunması, imar, araç gereç, ölçek ve özerklik sorunları bulunmaktadır.
- Financial Structure and Basic Problems of Municipalities in the Turkish Republic of Northern Cyprus The economic, social, cultural and democratic development of a country is not only the responsibility of central government but also the responsibility of the local governments which are principally municipalities. In this respect, municipalities can handle sophisticated functions if they are able to solve their problems. The main purpose of this study is to determine the financial structure and basic problems of the municipalities in the Turkish Republic of Northern Cyprus (TRNC) and to make recommendations. In sum, the most important problems of the municipalities in the TRNC are financial as well as environmental problems, and qualified personnel, reconstruction, consumer protection, vehicle-equipment, scale, and autonomy problems.
